Make Lemonade base, in a saucepan heat and stir water and sugar over medium heat till sugar is dissolved, remove from heat; cool 20 minutes. Add peel, juice, sugar, and vodka to sugar water, refrigerate for up to 3 days.
When ready to serve combine equal parts of base and water and serve in ice-filled glasses, stir. Makes about 8 cups.
